Florida title insurance rate schedule
What are Florida’s title insurance rates?
The short answer
Florida title insurance rates are promulgated: the Office of Insurance Regulation sets them by rule, Fla. Admin. Code R. 69O-186.003, and every agency charges the same schedule. The owner’s policy is $5.75 per $1,000 on the first $100,000, $5.00 from $100,000 to $1,000,000, $2.50 from $1,000,000 to $5,000,000, $2.25 from $5,000,000 to $10,000,000, $2.00 above $10,000,000, with a minimum premium of $100. On a $500,000 purchase that is $2,575, 0.52% of the price. The reissue rate, where it applies, is $3.30 per $1,000 on the first $100,000, $3.00 from $100,000 to $1,000,000, $2.00 from $1,000,000 to $10,000,000, $1.50 above $10,000,000: $1,530 on the same sale. The schedule has not changed since January 27, 2002.

The rate schedule
Each schedule runs per $1,000 of liability, in bands: each band of the price is charged at its own rate and the bands are added together. A fraction of $100 counts as a full $100. The reissue schedule has fewer bands, so its $1,000,000-to-$10,000,000 band spans two rows here.
| Liability | Original rate | Reissue rate |
|---|---|---|
| First $100,000 of liability | $5.75 | $3.30 |
| $100,000 to $1,000,000 | $5.00 | $3.00 |
| $1,000,000 to $5,000,000 | $2.50 | $2.00 |
| $5,000,000 to $10,000,000 | $2.25 | $2.00 |
| Over $10,000,000 | $2.00 | $1.50 |
Original rate: Fla. Admin. Code R. 69O-186.003(1)(a). Reissue rate: Fla. Admin. Code R. 69O-186.003(2)(a). The Office of Insurance Regulation sets both under Fla. Stat. § 627.782.
A premium, worked band by band
On a $500,000 purchase at the original rate, the first band and the second are charged at their own rates and added:
| Band | Amount in the band | Rate per $1,000 | Premium |
|---|---|---|---|
| First $100,000 of liability | $100,000 | $5.75 | $575 |
| $100,000 to $1,000,000 | $400,000 | $5.00 | $2,000 |
| Owner’s policy | $500,000 | $2,575 |
The Florida title insurance calculator works any price the same way, with the lender’s policy beside it; the reissue rate calculator works the reissue schedule where the previous policy insured less than the price.
The lender’s policy
On a purchase, a lender’s policy issued at the same time as the owner’s policy on the same land is not rated off the schedule: the rule sets $25 as the least it can be for coverage up to the owner’s amount (Fla. Admin. Code R. 69O-186.003(5)(a)). That $25 is a minimum, not a price: Bayit Title charges $125 to issue the policy alongside the owner’s, and that is the figure the estimate prints. Where the loan is larger than the owner’s amount, the coverage above it adds the difference between the original rate at the loan amount and at the owner’s amount.
On a refinance there is no owner’s policy to issue alongside, so the lender’s policy is rated on the schedule, at the loan amount:
| Loan amount | Original rate | Reissue rate |
|---|---|---|
| $200,000 | $1,075 | $630 |
| $300,000 | $1,575 | $930 |
| $400,000 | $2,075 | $1,230 |
| $500,000 | $2,575 | $1,530 |
| $750,000 | $3,825 | $2,280 |
| $1,000,000 | $5,075 | $3,030 |
The reissue column assumes the borrower’s own owner’s policy insured at least the loan. More on refinance closings.
The same at every title company
The figure the premium starts from is. Fla. Stat. § 627.780(1): “A person may not knowingly quote, charge, accept, collect, or receive a premium for title insurance other than the premium adopted by the commission, except as provided in s. 626.9541(1)(h)3.b.”
Fla. Stat. § 626.9541(1)(h)3.b. does not prohibit “a rebate or abatement of … that portion of the premium that is not required to be retained by the insurer pursuant to s. 627.782(1), or any other agent charge or fee to the person responsible for paying the premium, charge, or fee,” but under 3.c. “in no event” may any of it “be paid directly or indirectly for the referral of title insurance business.” What otherwise differs between agencies is the settlement fee, the search and the work.
Who pays for the owner’s policy is local custom, not the rule, and it changes from county to county. By local custom the buyer pays for the owner’s policy in 9 counties, Broward and Miami-Dade among them, and the seller in 46 counties, Palm Beach, Hillsborough, Orange and Duval among them; in the other 12 it varies. Who pays for title insurance in each Florida county sets out the custom where it has been confirmed.
The owner’s premium at every price
An owner’s policy is written for the full purchase price. The reissue column assumes the previous policy insured at least the price; where it insured less, the price above it is at the original rate, which the reissue rate calculator splits. The last column is the original premium as a share of the price, which falls as the price rises.

Have the rates changed?
Not since the rule was last amended, on January 27, 2002. The schedule was read from the rule again on September 14, 2026, and this page is computed from it, so a change to the rule is a change here. The rates change only by rule of the Office of Insurance Regulation.
The minimum premium
$100 on any conveyance but a multiple conveyance, on either schedule: a policy on a very small amount is charged the minimum rather than the bands.
The new home purchase discount
On the first sale of a newly built one- to four-family home the seller has neither leased nor occupied, the premium is reduced by what was paid for the builder’s loan policy, with a floor of $200. It cannot be combined with the reissue rate.
Common questions
What are the title insurance rates in Florida?
The owner’s policy is rated per $1,000 of coverage, in bands: $5.75 per $1,000 on the first $100,000, $5.00 from $100,000 to $1,000,000, $2.50 from $1,000,000 to $5,000,000, $2.25 from $5,000,000 to $10,000,000, $2.00 above $10,000,000. The reissue rate, where the rule’s conditions are met, is $3.30 per $1,000 on the first $100,000, $3.00 from $100,000 to $1,000,000, $2.00 from $1,000,000 to $10,000,000, $1.50 above $10,000,000. Both are in Fla. Admin. Code R. 69O-186.003, and the minimum premium on a conveyance is $100.
What percentage of the purchase price is title insurance in Florida?
It falls as the price rises, because the rate per $1,000 steps down. On a $500,000 purchase the owner’s policy is $2,575, 0.52% of the price; on a $100,000 purchase it is $575, 0.58%; on $1,000,000 it is $5,075, 0.51%. The table on this page has the share at every price.
How much is title insurance on a $300,000 house in Florida?
$1,575 for the owner’s policy at the original rate, or $930 at the reissue rate where the seller’s own policy qualifies the sale for it. A lender’s policy issued with the owner’s policy is charged beside it rather than off the schedule.
How much is title insurance on a $400,000 house in Florida?
$2,075 for the owner’s policy at the original rate, or $1,230 at the reissue rate where the seller’s own policy qualifies the sale for it. A lender’s policy issued with the owner’s policy is charged beside it rather than off the schedule.
Who sets title insurance rates in Florida?
The Office of Insurance Regulation, by rule, under Fla. Stat. § 627.782. The rule is Fla. Admin. Code R. 69O-186.003, and Fla. Stat. § 627.780(1) makes the promulgated premium the only one an agency may charge, save for the abatement the statute allows.
Have Florida title insurance rates changed in 2026?
No. The schedule was last amended on January 27, 2002 and was read from the rule again on September 14, 2026. The 2026 rates are the same schedule every year since has used.
Is lender’s title insurance $25 in Florida?
Not necessarily. Fla. Admin. Code R. 69O-186.003(5)(a) says a lender’s policy issued at the same time as the owner’s policy on the same land “will be a minimum $25.00 for an amount of insurance not in excess of the owner’s policy.” That $25 is a minimum, not a price: Bayit Title charges $125 to issue the policy alongside the owner’s, and that is the figure the estimate prints. Where the loan is larger than the owner’s amount, the coverage above it adds the difference between the original rate at the loan amount and at the owner’s amount.
Is the rate the same at every title company?
Only within limits. The premium comes off a schedule the Office of Insurance Regulation promulgates by rule, so every agency starts from the same figure for the same coverage. Fla.
Who pays for title insurance in Florida?
Who pays for the owner’s policy is local custom, and it differs by county. By local custom the buyer pays for the owner’s policy in 9 counties, Broward and Miami-Dade among them, and the seller in 46 counties, Palm Beach, Hillsborough, Orange and Duval among them; in the other 12 it varies. The purchase contract can put it on either side. The lender’s policy is ordinarily on the borrower’s side of the statement.
Work it out for your price
The Florida title insurance calculator prices the owner’s and the lender’s policy for a price and a loan; the reissue rate calculator what the reissue rate saves; and the Florida closing cost calculator adds the documentary stamp tax, the intangible tax and the recording to the premium on one card.
